As we all know, Microsoft won’t allow developers to use free copies of their .Net compilers unless the developing is for learning purposes only. In other cases, freelance developers or companies should buy Microsoft Visual Studio for a few thousand dollars, which is unreachable for many.
Well, there are a few free alternatives to Microsoft’s Visual Studio which can be used for wither Windows XP, Windows 7 and even Windows 8 (x86 or x64).
The one we recommend is called Sharp Develop 4.3 and it can be downloaded from the folowing link:http://www.icsharpcode.net/OpenSource/SD/Download/

SharpDevelop is an Integrated Development Environment (IDE) for .NET Framework applications. It supports the development of applications written in C#, Visual Basic.NET, Boo and IronPython. It is open source and written in C#. It provides all of the features required from a modern Windows IDE, such as code completion, project templates, an integrated debugger and a forms designer. It has good compatibility with Visual Studio Express and Visual Studio 2008 by using the same project and solution file format.
